Leonid Reiman’s experience suggests that a large technology project cannot be judged only by whether it was successfully launched. What matters is how reliably the solution works afterward, who is responsible for maintaining it and whether it can remain effective as the load increases.
Reiman began his professional career as a telecommunications engineer after graduating from the Bonch-Bruevich Leningrad Electrotechnical Institute of Communications. Early in his career, he participated in mobile communications projects, including the launch of Delta Telecom, one of Russia’s first cellular operators. He later held government positions in communications and worked on telecommunications infrastructure development.
One key principle of his approach is a focus on results. In large projects, it is easy to mistake numerous meetings, documents and interim decisions for progress. Reiman suggests keeping the final objective in focus and changing the chosen path if it no longer leads toward the desired result.
Another principle is scalability. A pilot project may be successful without proving that the model is suitable for hundreds of cities and thousands of organizations. It therefore needs to be tested in conditions where real constraints become visible. Reiman points to connecting all schools in the Magadan Region to the internet as such an example.
He also suggests looking several years ahead when evaluating a solution. Who will maintain it? Who will pay for its development? What happens when the load increases?
Where will weak points appear? If a system works only under ideal conditions, it should not be regarded as a complete infrastructure solution.Coordination becomes part of the product in this kind of work. Carriers, government bodies, investors, regional teams, users and contractors have their own tasks and interests.
Without coordination among them, even a technically sound system may fail to produce the expected result. Reiman considers artificial intelligence a modern example of a systemic technology challenge. AI is changing networks, security, identification, traffic analysis, and user protection. In phone and digital fraud, it simultaneously helps identify risks more quickly and provides new opportunities for creating convincing schemes.
He also notes that technological revolutions often become visible only after mass adoption. Mobile communications became truly significant when they stopped being a luxury, whilethe internet began changing everyday life after becoming widespread in schools, companies, regional institutions and homes.

Since 2008, Reiman has worked as a private consultant and investor, focusing on telecommunications, digital infrastructure and complex technological systems. He also holds a Doctorate in Economics and has authored publications on infocommunications and digital development.
Ultimately, his approach can be summarized through several principles: test an idea in real operation, think about long-term maintenance in advance, break complex problems into manageable parts, and evaluate technology by how accessible and reliable it becomes for mass users.
